It should be noted that industrialized countries such as France, the United States and Japan, but also developing countries such as Mexico, Indonesia and Vietnam, have made commitments.  The agreement stated that it would only enter into force (and therefore fully operational) if 55 countries producing at least 55% of global greenhouse gas emissions (according to a list established in 2015)  ratify, accept, approve or accede to the agreement.   On April 1, 2016, the United States and China, which together account for nearly 40% of global emissions, made a joint statement confirming that the two countries would sign the Paris climate agreement.   175 parties (174 states and the European Union) signed the agreement on the first day of its entry for signature. Decisions were also taken in Warsaw regarding deforestation and the establishment of the International Loss and Damage Mechanism in Warsaw.  Both the EU and its Member States are individually responsible for ratifying the Paris Agreement. It has been reported that the EU and its 28 Member States are simultaneously depositing their instruments of ratification to ensure that neither the EU nor its Member States commit to obligations belonging exclusively to each other, and some feared a disagreement on each Member State`s share of the EU-wide reduction target. Just like the British vote to leave the EU, the Paris Pact could be delayed.  However, on 4 October 2016, the European Parliament approved the ratification of the Paris Agreement and the EU deposited its instruments of ratification on 5 October 2016. .
